Dick Ato Attutey hails from Akpafo Menp3asem in the Oti Region of Ghana, where he received his early education. He attended Experimental JSS in his hometown and completed his junior high school education in 1990.

After completing his basic education, he continued his studies at Havie Technical School, where he pursued Building and Construction. His time at the technical school played an important role in shaping his career. He devoted himself to learning the technical and practical aspects of construction and developed a strong foundation in building methods, construction processes, and site operations.

He later continued his professional journey with Hagico, where he further developed his expertise and experience within the construction industry. Working with different companies and on different projects enabled him to understand various construction techniques, site management practices, project coordination, and quality control.

One of the significant projects in which he was involved was the construction of the Holiday Inn Hotel, where he served in a supervisory capacity.
